This bill allows the car rental excise tax to be levied for public transit purposes and facilities. It also allows that tax to be levied for Maintenance & Operation of public transit systems in jurisdictions which do not levy a dedicated tax to public transportation, including but not limited to, the MARTA tax.

This legislation expands the ability to obtain state income tax credits for businesses in less developed areas.  Under current law, census tracts next to federal military installations with a 15% or greater poverty rate in the 2010 census are eligible.  HB 767 would expand this to apply to census tracts next to federal military installations with a 15% or greater poverty rate in the 2000 or 2010 census.

This legislation allows counties where the sale of alcoholic beverages for on premise consumption is already approved to adopt a resolution or ordinance to allow the sale of alcoholic beverages for on premise consumption on Sundays that fall during March 16 through March 18.

This legislation allows businesses that located in areas next to federal military installations that had a 15% or higher poverty rate before the 2010 census, but have since been redrawn out of that census tract to still qualify for income tax credits.

This bill prohibits local governments (outside the Metro Atlanta Water Planning District) from requiring the transfer of ownership of privately-constructed water or sewer systems to the government if the system is not to be hooked up to the local government's water or sewer system. Furthermore local governments cannot require the transfer of ownership as a condition for the approval or issuance of local permits. The bill exempts publicly-owned water/sewer systems with at least 200 active connections as of January 1, 2014, and does not apply to new privately-owned systems within a mile of a publicly-owned water/sewer system.

This legislation would provide property tax exemptions, occupation tax exemption, regulatory fee exemption and business inspection fee abatement or reduction to businesses with 20 full time employees and a retail inventory of $1 million that locate in an enterprise zone.  Under current law, these exemptions are only provided to businesses with 5,000 employees that create at least 10 new full time jobs.
